THE THIRD NATIONAL PARLIAMENTARY DEBATE CHAMPIONSHIP FOR HIGH SCHOOLS
Saturday – Sunday, April 23-24, 2005

 
Dear Colleagues:
On behalf of the National Parliamentary Caucus and the Claremont Colleges Debate Union, you are cordially invited to attend the third Parliamentary Debate National Championship, Saturday – Sunday, April 23-24, 2005. The National Parliamentary Caucus is America's oldest established organization for the administration of secondary school parliamentary debate competition nationally and internationally. The championship event will feature seven preliminary rounds of competition and four elimination rounds. Entries from any single institution will be limited to four teams, although additional teams may be included on a waiting list.

Tournament Information and Application

 
Entries: One division of parliamentary debate. The deadline for entries is Friday, March 25, 2004 at 6:00 pm. You may change your entry until Thursday, April 7, at 3:00 pm, after which all fees will be assessed. Entries are accepted by email. Send entries to john.meany@claremontmckenna.edu. You will receive an email confirmation. Please confirm all entries if you do not receive entry verification. Please send team listing (first, last names of each participant), up to four entries. You may include other teams in rank order for the tournament waiting list. You will be notified about any additions you may make on Friday, April 8th.    
 
Registration:  Registration will take place in Bauer 31, Claremont McKenna College. Directions to registration are included.    
 
Rules: There is 20 minutes of preparation time for debates after the topic announcement. Coaching and team consultations prior to the debate are permitted. Students may not use quoted material during the debates but may use reference materials during preparation time. Speaking times are 7-7-7-7-5-5. Points of information permitted in all speeches. The first and last minute of each speech is protected time. No points of order, points of personal privilege, or other parliamentary points are allowed. For more information about parliamentary debate, consult the guide at www.parliamentarydebate.com.   Debate tournaments ought to be sites of debate education and information sharing for members of the parliamentary debate community. The tournament encourages open discussion on the art and practice of parliamentary debate throughout the event.   Judges must time the disclosure and comment period and limit combined pre-round and/or post-decision comments to 10 minutes (no more than 5 minutes for either segment) prior to surrendering ballots to the tab room. Two randomly paired debates and 6 high-low debates within brackets. Elimination round brackets will be broken. Speech introductions and other elements of a debater’s presentation (e.g., ‘thank yous’ and ‘road maps’), with the exception of appropriate parliamentary points, must be timed. Tournament evaluation forms will be available for all guests.   All elimination round teams and the top 20 speakers will receive awards. There are additional, special awards at the tournament.    
 
Travel & Housing:

 
Air Information: If you are arriving by air, you should make arrangements to arrive at Ontario Airport (only 10-15 minutes from the City of Claremont). Taxi and shuttle transportation is approximately $15-25 to Claremont.  
 
Driving Directions: To reach Claremont McKenna College: Take the San Bernardino Freeway (I-10) to Indian Hill Boulevard (Exit 47). Drive north on Indian Hill Boulevard for approximately 1 mile to the Arrow Highway. Proceed right to Claremont Boulevard. Left on Claremont Boulevard for 3/4 mile to the college entrance at 9th Street. Park in the first parking lot on the left. Bauer Center is directly west of this parking lot. Bauer 31 is located on the second floor of the circular, southern section of Bauer Center. Do not park in the lot designated “Faculty/Staff Parking” immediately adjacent to the Bauer Center. Your vehicle will be towed from this lot.  
 
Housing Information: Claremont Inn (note event at Claremont McKenna College for $64 rate for 1-2 persons, $74 for 3-4 persons), 555 W. Foothill Boulevard at Indian Hill Boulevard, Claremont, (909) 626-2411; Claremont Lodge, 736 S. Indian Hill Boulevard, Claremont, (909) 626-5654; Ramada Inn, 840 S. Indian Hill Boulevard, Claremont, (909) 621-4831.    
 
Judges: You must provide one judge for every two teams (or fraction thereof.) Limited judge hires are available on a first come basis.    
 
Fees: Parliamentary Debate: $60 per team. The hired judging fee is $120 per team. All checks are payable to Claremont McKenna College.
