2006 Diablo Valley College
High School Speech and Debate Tournament
September 16-17, 2006
 
 
Dear Forensics Colleagues:
On behalf of the Diablo Valley Forensics Program, I would like to invite you to participate in our 2006 high school tournament.  Competition will be held on Saturday September 16 and Sunday, September 17 on our campus.  
You may be aware that I am the new Director of Forensics at Diablo Valley College.  For the last 5 years, I have been the Director at California State University Northridge.  In those 5 years, I hosted 5 college tournaments and 6 high school tournaments, including the 2005 California State High School Tournament (CHSSA).  I am telling you this to assure you that I have extensive hosting experience, so I will do my best to ensure a quality event at DVC for your students.
Diablo Valley College is located in Pleasant Hill, adjacent to Concord and Walnut Creek.  It is immediately off Interstate 680.  It is most easily served by the Oakland International Airport, although other Bay Area airports would work for you.
This will be a full service tournament offering three preliminary rounds in all 12 CHSSA individual events (two divisions when possible) and a final round of individual events, three preliminary rounds and one final of Student Congress, and two divisions each of team policy and Lincoln-Douglas debate. We will have one division of public forum. We will have six debate prelims and the appropriate number of out-rounds.  Novice division in all events is limited to any student in their first year of competition.

Events and Judging Commitments
 
OVERLAP OF EVENTS:
A Student may do both debate (LD, Public Forum, or Policy) and IE’s  
OR
 They may do debate (LD, Public Forum, or Policy) and Congress.  
 
You cannot do Congress and IE’s, since they run at the same time.
 
Note: any student who does different events takes the responsibility on themselves to make it to their events.  NO special allowances will be made for students running between debate and IE’s or between debate and Congress.  Those students will have to be on top of their entries and will have to be responsible for making all their rounds.  We will not hold judges past the designated time on the schedule to hear speeches.  Be warned: you are doing this at your own risk.
 
Team Policy Debate:
We will have six preliminary rounds on the 2006-2007 NFL resolution with appropriate numbers of elimination rounds per division.  There will be two divisions (Novice/Open).  Novices must be in their first academic year of competition.  Time limits will be 8-3-5 with 8 minutes of prep.  Rounds 1, 2, and 3 will be preset and the rest will be power matched.  Teams will advance to elimination rounds based on the following criteria: win/loss, total speaker points, adjusted speaker points, double-adjusted speaker points, and ranks.  Brackets will not be broken.  Each school will be required to provide one full time judge to cover all six preliminary rounds and one elimination round past the teams advancement for each two policy teams entered.  Policy students may also do IE OR Congress.  Contrary to CHSSA rules, the use of computers during rounds will be allowed except students will not be allowed to be on-line during debates.    
 
Lincoln-Douglas Debate:
We will have six preliminary rounds of the September – October NFL L-D topic with appropriate elimination rounds per division.  Note: this is not the same as the CHSSA fall semester topic, it is the NFL topic.  If entries allow, there will be two divisions (Novice/Open).  Novices must be in their first academic year of competition.  Time limits will be 6-3-7-3-4-6-3 with three minutes of preparation time per debater.  Rounds 1, 2, and 3 will be preset and the rest will be power matched.  Teams will advance to elimination rounds based on the following criteria: win/loss, total speaker points, adjusted speaker points, double-adjusted speaker points, and ranks.  Brackets will not be broken.  Each school will be required to provide one full time judge to cover all six preliminary rounds and one elimination round past the teams advancement for each two LD students teams entered.  LD students may also do IE’s OR Congress. Contrary to CHSSA rules, the use of computers during rounds will be allowed except students will not be allowed to be on-line during debates.    
 
Public Forum:  We will have six preliminary rounds of public forum style debate and the appropriate number of elimination rounds based on the total entry.  We will follow the September topic, as announced by the NFL. There will be one division.  Time limits will be 4, 4, 3, 4, 4, 3, 2, 2, 3, 1, 1 with 2 minutes of preparation time per team as described in the CHSSA rules. Rounds 1, 2, and 3 will be preset and the rest will be power matched.  Teams will advance to elimination rounds based on the following criteria: win/loss, total speaker points, adjusted speaker points, double-adjusted speaker points, and ranks.  Brackets will not be broken.  Each school will be required to provide one full time judge to cover all six preliminary rounds and one elimination round past the teams advancement for each two public forum teams entered.  Public forum students may do IE’s or Congress.  Contrary to CHSSA rules, the use of computers during rounds will be allowed except students will not be allowed to be on-line during debates.    
 
Individual Events:
There will be THREE preliminary rounds followed by finals when justified by the number of entries.  We will offer two divisions (novice/open) in each event, but reserve the right to collapse divisions if necessary.  Any novice or open event that does not have eight entries will be collapsed together.  For novice division, contestants must be in their first year of competition.  In Novice division, memorization of speeches will not be required.  Both novices and open students will be allowed to double enter EXCEPT if they are doing either national or international extemporaneous.  Extemporaneous competitors may only single enter.  A competitor cannot do one open and one novice event.
The schedule is set up such that students who do IE’s will not be able to do Congress, but they will be able to do LD, Public Forum, or Policy.  
We will have all 12 CHSSA events, and CHSSA rules will govern each event, except novices are not required to have their speeches memorized.  The events are: International Extemporaneous, National Extemporaneous, Impromptu Speaking, Expository Speaking, Original Advocacy, Original Oratory, Original Prose/Poetry, Dramatic Interpretation, Humorous Interpretation, Oratorical Interpretation, Thematic Interpretation, and Duo Interpretation.  Each school will be required to provide one individual events judge for each five slots entered and the judge must be available for finals and all three preliminary rounds.
 
Student Congress:
There will be three preliminary rounds of Congress and one final round.  The schedule is set up to allow LD and Policy competitors to compete in Congress.  Congress competitors will not be able to do IE’s, however.  Each school needs to provide one judge and one presiding officer for every twelve students (or fraction thereof) entered in Congress.  In the online entry system, Congress is listed under the IE’s.  The bills are posted at the end of this invitation.
 
 
Fees
Each policy debate team entry is $50.00, each public forum team is $40.00, each L-D entry is $25.00, each Student Congress entry is $10.00 and each individual events slot is $10.00.
Uncovered policy teams and public forum teams are $75.00, uncovered L-D individuals are $35.00, each uncovered IE slot is $10.00, and each uncovered Congress slots is $10.00.  Each policy and public forum critic will cover two debate teams and each L-D critic will cover two debaters.  Each IE critic will cover five slots.  Each Congress judge covers 12 slots.
Debate judges can judge IE slots (or vice versa).  Congress judges CANNOT judge IE’s (and vice versa).  If you have one LD competitor and one policy team: one judge can cover both for fee assesment purposes, but will have to choose which pool they want to be placed in. Fees will be set at noon, Thursday, October 13th; schools should expect to pay the set fee amount at registration regardless of subsequent drops to the setting of fees.

Sweepstakes Awards
Sweepstakes trophies will be awarded to (1) the top debate school (L-D, public forum, and policy combined); (2) the top IE school; (3) the top Student Congress school; and to (4) the top three schools overall.  The following formula will be used for sweepstakes calculation:
IE and Congress: (top 3 competitors per school per event)
1st = 10 pts2nd = 8 pts3rd = 6ptsfinalist = 3 pts
Debate: (top 3 teams in each division per school)
3 points for each prelim win plus 2 points for each team that clears.
 
 
Entry Procedure:  Entries will only be accepted on-line.  
It will take you a few minutes to set up your school’s account, but once that is done the system is a breeze.  Plus, the system will remember all your judges and competitors - so for the next tournament you attend that uses this system you will not have to type them again.  So, for example, if you attended the UC Berkeley tournament last year, the system will have all of your names already in it.  You will just have to enter them in the appropriate events with a few clicks of the mouse!  You will also be able to make changes to your entry up to noon Wednesday, September 13th with no additional fees.
 
To enter go to http://www.debateresults.com/   Do not use Netscape.  If you are new to the online system, you will need to first “Set up a new account” for your school.  After the account is set up, go to “View Tournament Calendar” and it will let you click on “Entry.”  Please note that high school tournaments and college tournaments are separated.    Congress is listed under IE’s.
 
The system will accept entries and changes until NOON on Thursday, September 14th.   If you have drops or adds, you need to go to the webpage and make them yourself.  As of noon on the 14th, fees will be set and changes will not be allowed on-line.  If you have drops after that date, please email them to me at bopsata@dvc.edu.  Please note that drops after fee assessment will be charged full price.
I have included a fee computation sheet for you to fill out to help you figure out how much you will owe at registration.

Congress Bills
Round 1:  Immigration
 
Whereas: Illegal immigration into this nation is on a constant rise, and
Whereas: Smuggling practices endanger both the immigrants’ and the INS inspectors’ well being, and  
Whereas: This nation was founded on the premise of inclusion regardless of race or creed,  
 
Be it resolved:  that the Unites States should open its borders to people from all non-sanctioned nations.    
 
 
Round 2:  ASEAN air pollution
 
Whereas: The fires of 1997 caused devastation throughout Southeast Asia, and  
Whereas: The region continues to suffer from air pollution as a direct result of those fires, and  
Whereas: ASEAN’s inability to adequately deal with the annual haze creates a perpetual problem for the citizens of the region, and  
Whereas: The US needs to take a more assertive leadership role for environmental issues,  
 
Be it resolved: that the Unites States federal government should extend assistance to the Association of Southeast Asian Nations regarding air pollution.
 
Round 3:  Armed high schools
 
Whereas: Weapon-related violence is an ever-growing problem in our high schools, and
Whereas: Current efforts have been either inconsistent or insufficient to alleviate the problem of weapons in our nation’s high schools, and  
Whereas: Such violence threatens both our nation’s youth and our educational process,
 
Be it resolved: that high schools in the United States should be required to maintain a security force for all hours the school is open, consisting of—but not limited to—security guards, guard dogs, weapon detection technology.
 
 
Final round:  Proportional representation
 
Whereas: The 2-party system of politics has dominated American politics for hundreds of years, and  
Whereas: The electoral college format presents an all-or-nothing form of representation, and
Whereas: Such a system of politics is set against the expansion of new, innovative, or provocative ideas into the public sphere, and
Whereas: Third parties have virtually no voice in modern politics,
 
Be it resolved: that the United States should abandon the electoral college method of congressional selection, replacing it with a percentage representation system, by:
A. doubling the number of representative and senatorial allocations for the nation,
B. per state, having the designation of representatives and senators proportional to the percentage of votes each party carried through that state’s election,
C. parties receiving less than a percentage point of a state’s votes will be dismissed from the proportional process.
